Project Overview

The project contributes to meeting the objectives as set out in the United Nations Development Assistance Framework for Uzbekistan, and will be implemented within the UNDP Country Programme Action Plan for 2005-2009. The project also contributes to the objectives set out by the Presidential Decree #117 from 8th of July 2005 “On additional measures of ICT development in Uzbekistan” that calls for gradual integration of ICT into different spheres up to the year 2010 with description of measures and activities that should be taken within this program, including creation and development of networks, e-documentation flow systems and online governmental informational resources.

The overall objective of the project will be to strengthen the capacity of the Ministry of Economy to enhance its efficiency and effectiveness through introduction of e-government tools in the Ministry.  To reach this objective, the project will facilitate the delivery of following main inputs:

  1. ICT infrastructure development
  2. Human resource capacity building and training
  3. Capacity-building for improved ICT policy environment (internal processes and procedures, guidelines for coordination and data sharing between departments).

Consequently, the proposed project will produce the following main output: Strengthened decision-making processes of the Ministry of Economy to perform more efficiently and effectively.

Indicators:

  • ICT based productivity tools are introduced and used effectively;
  • Information flow is enhanced and decision-making processes are improved;
  • Fully operational user-friendly and interactive intranet and internet portal is in place and equipped with a number of services and information;
  • Improved efficiency and effectiveness in consolidating common internal services at the Ministry

The project will be executed in two phases during two years period. Upon successful implementation and completion of the Phase I, subject to strengthened capacity and streamlined organizational structure of the Ministry, as well as expressed leadership and commitment to the project’s implementation, the project will consequently move to the Phase II. Upon completion of the first calendar year of the project, the review will be conducted.

During the project implementation, partnership with private sector will be established, namely subcontract with selected company to assist the Ministry in incorporating major activities and support its staff with training opportunities.
