Q: When was the DNA in Uzbekistan established?

A: By the Presidential Decree # PP-525 of December 2, 2006 the Ministry of Economy was designated as the DNA in Uzbekistan.

Q:  Could you give information on the DNA in Uzbekistan, i.e. which Ministry/persons now constitutes the DNA?

Q: Can you provide a list of the sustainable development criteria for Uzbekistan as defined by the DNA?

A: The sustainable development criteria for Uzbekistan were described in the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan # 9 dated 10th January, 2007, Annex 2. More information is here: http://mineconomy.uz/cdm/files/Resolution_9_2007_eng.pdf

Q: Are you aware of any small-scale afforestation projects currently being proposed in Uzbekistan?

 A: Only one small-scale afforestation project’s PIN is proposed at CDM Projects approved by Interagency Council  (see project # 23).

Q: Could you provide an updated number on CDM projects that have received DNA approval?

A: The information is available in the section “CDM Projects”, sub-section “CDM Project Portfolio” as  CDM Projects approved by Interagency Council .

Q: How often the list of CDM projects and information on the current status of CDM projects are updated?

А: 1) Generally, the list of CDM projects and information on the current status of CDM projects are updated as far as they are approved by the Interagency Council on CDM. 2) In case of bidding on highly profitable CDM projects, the complete information on each presented lot (PIN) is available both in the section “Bidding” and in the above mentioned list with indicated application deadline. 3) After bidding is closed and the best applicant is selected or, in case when the bidding is unrequired, after the direct negotiations are completed, the projects are deleted from the list.

Q: If the list of projects approved by the Interagency Council says “Negotiations with a potential investor company are in the process” and “To be decided by results of direct negotiations” does it mean that these projects are still open for applications by potential CDM investors? What are the deadlines for applications?

A: All the mentioned projects are still open for application by CDM investors. As far as these projects are not subject to bidding, but direct negotiations, they do not have a fixed deadline. However, it should be mentioned the projects stated “Negotiations with a potential investor company are in the process” are being discussed at present with investors who had already applied. Thus, if any potential CDM investor is interested in such projects, he should apply as soon as possible for their proposal to be also considered. As for projects stated "To be decided by results of direct negotiations" do not have any proposals at the moment.

Q: To which address should potential investors send their application?

A: As for projects listed in the section CDM Projects approved by Interagency Council (column “Availability of CDM Investors”) having a status “To be decided by results of direct negotiations” or “Negotiations with a potential investor company are in the process”, the potential CDM investors should apply directly to the project implementing company (ministry, agency) with a copy to the DNA (please, see “Contacts”). In case of the projects that are subject to bidding the applications should be sent directly to the project implementing company (ministry, agency) following the instructions presented in the section “Bidding” for each individual lot.

Q: If the potential CDM investors have questions, who is the person to consult them?

A: General information regarding implementation of CDM projects in Uzbekistan is available at the web-site of the Designated National Authority (DNA) on CDM in Uzbekistan: www.mineconomy.uz/cdm, or by approaching DNA representatives by e-mail or phone please, see Contacts). More detailed information regarding any technical matter of the certain PIN should be addressed by e-mail to the working groups at the project implementing company (ministry, agency) or project proponents with an obligatory copy to the Head of National Authority Secretariat for the CDM, Mr. Shukhrat Ismailov via  shismoilov@mineconomy.uz (please, see Contacts).

Q: On the website (www.mineconomy.uz/cdm ) under the bidding link I can see all the information that the potential investor needs to provide when applying. As far as I understand, this also includes the PIN of the project (point 1). How can the potential investor get the PIN information?

A: The section “Bidding” provides for a template “The Structure of Bidding Documentation” approved by the Interagency Council on CDM. During the bidding period for highly profitable CDM projects, the relevant PINs are presented as individual lots. According to the above mentioned Structure, Point 1 represents the title of the PIN approved by the Interagency Council on CDM; Points 2 and 3 mean the terms of competition, including an application deadline and contacts of the project proponent.

Q: Where can one learn about bidding of CDM projects in Uzbekistan?

A: The complete information regarding biddings, including description of PIN and bidding documentation can be downloaded from the DNA’s website at  www.mineconomy.uz/cdm, section “Bidding“ or the website of the Ministry of Foreign Economic Relations,  Investments and Trade of the Republic of Uzbekistan at  http://www.mfer.uz/tender.htm. In addition, DNA sends, via e-mail, notifications on opening bidding to registered international companies and banks, potential CDM investors. To be included to the list of registered potential CDM investors the company should apply to the Head of National Authority Secretariat for the CDM, Mr. Shukhrat Ismailov via  shismoilov@mineconomy.uz (please, see “Contacts”).
